NAIOP Bus Tour Showcases Eisenhower Avenue

May 4 was a big day for Eisenhower Avenue – 10 tour buses loaded with over 400 real estate professionals saw the gleaming new buildings in Eisenhower East and the sites for proposed new buildings, and after a couple of hours on the road, came back via Eisenhower West for a lunch hosted by Paradigm Cos. At their new Parc Meridian next to the Eisenhower Metro Station.  The morning began with a business expo at the new National Science Foundation building, in the space designated for a CVS store.  The Partnership’s new image was showcased in a full-page ad designed by member Daniel Beason in the tour book and in a 2-page article published in the book.

City Council Holds Eisenhower East Work Session

The Alexandria City Council is set to receive a presentation from AEDP staff on its analysis of land use in Eisenhower East and the status of development under the 2003 Eisenhower East Plan.  The analysis finds that the world has changed since 2003: work and home are merging and mixing, meaning that office space does not mean the same thing as it used to; buildings are becoming obsolete; and placemaking is seen as an important factor in new development.  As a result of these findings, it becomes obvious that additional retail is needed in the Town Center area (primarily the former Hoffman properties), and that planning and development need to shift focus away from office to include other uses such as multi-family and the aforementioned retail.  Some ambitious development proposals are being considered:

Stonebridge is interested in converting 420,000 sf of office use to residential uses and to increase retail on Blocks 4 and 5 of Eisenhower East:


Perseus is considering converting the 660,000 sf of Hoffman 2 (200 Stovall) to residential use on Block 6A:


Paradigm Cos. proposes converting the 450,000 sf of office approved for the former American Trucking Associations site (Block 20) to residential use and another 110,000 sf of office to hotel:


The staff is recommending a series of Eisenhower East Master Plan Amendments be adopted in September to support this change in emphasis, to be followed by consideration of approvals for the above block proposals.

Eisenhower Partnership Requests Accelerated Schedule for Eisenhower East Phase 2

Each year, City staff prepares a schedule of priorities in preparation of master plans, small area plans, and subject plans, and City Council subsequently approves the final schedule.  This determines when plans will be worked on.  Eisenhower East was originally scheduled for a plan update beginning last summer and concluding in 2017.  The study was then split into two phases, with Phase 1 dealing with office conversions (previous article) and Phase 2 dealing with new proposals that may increase building envelopes over what was approved in the 2003 plan.  Phase 2 then had to get in line behind other plans already in the hopper, with the result that staff intends to begin the Phase 2 Eisenhower East Plan in January 2020.  After much study and conversations with its members, the Eisenhower Partnership has requested that City Council move up the timeframe of the Eisenhower East Phase 2 plan to begin in July 2018.  City Council will make its decision on May 23 at its regular legislative meeting.

The Annual Yappy Hour, usually scheduled for June, has been delayed and will be held in the fall.  We are working to arrange an alternative networking event for June.

The National Science Foundation arrives on Eisenhower Avenue August 24.  Several events are likely around that time – we will keep you posted!
