Frank Cole is currently Director of Administrative Services for The Society for Human Resource Management (SHRM). He has over thirty years’ experience as a leader in the areas of Administration, Technology, Project Management and Training, gained in the for- profit and not- for- profit world. His career has led him to several cities across the United States, but he now calls Alexandria’s Eisenhower Valley home.
Vice-President: Agnes Artemel, Artemel & Associates
Agnès Artemel is active in real estate and development in the Washington Metropolitan Area. She heads up Artemel & Associates, a consulting firm specializing in market and feasibility studies, development approvals, public outreach, and management of economic development organizations. Notable projects have included several multi-family buildings in the Braddock Metro Station area, and studies for the Marine Corps Museum, Cold War Museum, and Museum of Americans in Wartime.
She is also a licensed real estate broker with Barnes Real Estate Co., specializing in properties that have potential for significant increases in value.
Ms. Artemel was the founding Executive Director of the Eisenhower Partnership. She defined the mission and activities of the Partnership, grew the membership, and implemented a broad communications program that included newsletters, emails, public outreach meetings, and special events. She is currently representing the Eisenhower Partnership as an appointed member of the Eisenhower West Plan Steering Committee.
She served on the board of the Alexandria Economic Development Partnership and the Alexandria Industrial Development Authority for a number of years, and is currently a member of the City’s Board of Zoning Appeals. Ms. Artemel has a Master’s degree in Urban and Regional Planning from the George Washington University.
Secretary: Karen Pallansch, Alexandria Renew Enterprises
Ms. Pallansch currently serves as chief executive officer for Alexandria Renew Enterprises , one of the most advanced water reclamation facilities in the United States. As chief executive officer, Ms. Pallansch leads a team of more than 100 employees on a 33-acre campus that renews 13 billion gallons of wastewater per year. She has served in her current capacity since October 2005 and has worked at Alexandria Renew Enterprises for more than 20 years.
During her decade of service as CEO, Ms. Pallansch led an organizational repositioning and rebranding effort that incorporated a successful public-developer partnership, creating a neighborhood from an industrial area that once served as the City landfill. The site, slated to open this year, will use AlexRenew’s bluRenew reclaimed water. BluRenew will be used in a signature water fountain feature that will anchor AlexRenew’s treatment tanks, which will be topped by a regulation-size multipurpose field operated and maintained by The City of Alexandria Parks and Recreation Department. The reclaimed water will also be used for irrigation along the South Carlyle residential development project, including landscaping and water features to be installed by the developer on the north end of the site.
Prior to leading AlexRenew, Ms. Pallansch worked in various roles at the agency, starting as the staff engineer. She also worked for the Virginia Department of Environmental Quality as a senior engineer and engineer with the Department of the Army, managing rehabilitation of army ammunition bases and conducting research that helped to improve the safe and efficient production of explosive materials.
Ms. Pallansch holds a B.S. in Chemical Engineering from the University of Pittsburgh, and a Master’s Degree in Business Management from Texas A & M University, Texarkana. She is a registered engineer in Virginia, has a Class I wastewater license, and is Board Certified in Environmental Engineering by the American Academy of Environmental Engineers.
Ms. Pallansch volunteers with several water leadership organizations, including the National Association of Clean Water Agencies (NACWA) where she serves as board member and just completed her term as president. She is currently chair of the Virginia Municipal League Insurance Pool and was previously chair of the Water Environment Research Foundation (WERF) Research Council, also serving as an ex officio member of the WERF board. Ms. Pallansch recently had an essay entitled “Water-Maintaining the Miracle Molecule” published in the book, “The Value of Water: A Compendium of Essays by Bright CEOs.”
In Alexandria, Ms. Pallansch serves on the boards of First Night Alexandria and the City of Alexandria Eisenhower Partnership.
Willie F. Bailey Sr. spent his early childhood in rural Scottsburg, Virginia, where he lived until he was five. An Alexandrian for almost 50 years, Bailey graduated from T.C. Williams High School in 1983. He enlisted in the U.S. Army at age 21, and retired after 21 years of service.
Bailey has been an active firefighter for 24 years, and currently serves as the Battalion Chief of Community Outreach & Public Affairs for the Fairfax County Fire and Rescue Department. In 1998, he founded Firefighters and Friends to the Rescue, a non-profit organization that supplies thousands of children in Northern Virginia every year with backpacks, school supplies, new coats, sneakers, and gifts during the holiday season. During the 2015 holiday season, Firefighters and Friends distributed gifts to more than 3,500 children in Northern Virginia. Bailey is a 2013 recipient of Alexandria's Living Legends Award. He serves on the boards of Volunteer Alexandria, Good Shepherd Housing, First Night Alexandria, and Operation Warm. A single father of two grown children, Bailey resides in the Del Ray neighborhood.
Daniel Beason - Townes at Cameron Parke
Daniel Beason is a technology and communications manager with US Citizenship and Immigration Services. He has lived in the Eisenhower Valley since 2009, first in Carlyle, then at the Townes at Cameron Parke.
Daniel grew up in Roanoke, VA, then moved to Richmond to attend art school at Virginia Commonwealth University. He began volunteering in Virginia politics and switched his major to political science. He worked in the Warner administration while completing his degree. After college, Daniel moved to Washington DC to work in media, first as an intern with National Public Radio, then as a freelancer at WTOP News. He began working as a federal contractor, serving as the lead designer for a 90-Day White House redesign of USCIS.gov, after which he was hired as a federal employee. Daniel specializes in leading communications and technology teams and projects.
Fred Beddard -- Perseus Realty
Fred Beddard is Senior Vice President of Acquisitions and Finance for Perseus Realty. Mr. Beddard’s responsibilities include originating and managing equity investments, including the sourcing, underwriting, structuring, financing, closing, and disposition of real estate investments. Prior to joining Perseus, Mr. Beddard was Director at PRP, LLC where he focused on the investment and acquisition activity of the firms’ opportunity and GSA investment funds. Additionally, he served as a member of its investment committee. Previously Mr. Beddard held investment and finance positions with Realterm Global, Finesa Group, and Kettler. Mr. Beddard has been directly involved in the acquisition, financing, and disposition of over $750 million in real estate during his career. Mr. Beddard received his B.S in Business and Management from Skidmore College and holds a Masters in Real Estate Finance from Georgetown University. He is a member of the DC Building Industry Association, the Urban Land Institute, and is on the board of directors of the Agawam Council, a non-profit corporation which governs Camp Agawam.

Micheline Castan-Smith, - Paradigm
Micheline Castan-Smith is Assistant Vice President /Project Manager and handles the development, design, construction and management of high-rise and mid- rise residential properties, and common areas renovations from development through implementation. She also handles Paradigm’s for-sale development, construction and sales division. Ms.Castan-Smith has been with Paradigm since its inception and over the past 25 years has played a key role in its strategic direction and capacity building. She is also committed to ensuring that quality housing is accessible to all. She serves as a board member for Culpepper Gardens in Arlington as well as the Eisenhower Partnership. She received her degree in Human Resources and Business Administration from Washington Adventist University and is pursuing an MBA
John Taylor Chapman was elected to the City Council in November 2012. As a member of City Council, John serves on the following local and regional boards: the Local Emergency Planning Committee, Eisenhower Partnership Board of Directors, the Metropolitan Washington Council of Governments Public Safety and Human Services Committee, Eisenhower Partnership Board of Directors, Eco-City Alexandria Environmental Action Plan Steering Committee, Alexandria Campaign on Adolescent Pregnancy, Sister Cities Committee, Gang Prevention Task Force, and the Children, Youth and Families Collaborative Commission.
Prior to his election to city council, John served as an appointee to the Budget and Fiscal Affairs Advisory Commission, Vice President of the Volunteer Alexandria Board of Directors, Vice President of Membership for the Taylor Run Citizens' Association, First Night Alexandria Board of Directors, former Vice Chair of the city's Youth Policy Commission and a former President of the Alexandria Branch of the NAACP, the youngest in the history of the branch. He also remains an active member of the Xi Alpha Lambda chapter of Alpha Phi Alpha Fraternity, Inc., the Northern Virginia Urban League Young Professionals Network and Alfred Street Baptist Church.
Chapman, who is born and raised in Alexandria, graduated from Saint Stephen's and Saint Agnes School. He is also a graduate of Saint Olaf College in Minnesota, having obtained his Bachelor's degree in Social Studies Education. Chapman is also a 2008 graduate of the Minority Political Leadership Institute at Virginia Commonwealth University and a 2010 graduate of the Sorensen Institute for Political Leadership at University of Virginia. Professionally, Chapman is a career educator and currently works as a Community Use Program Specialist for Fairfax County Public Schools.
Scott Kersjes attended Indiana University reserving his BS from School of Public and Environmental Affairs. After college, Scott serviced in the US Army as an Infantry Officer in US and Germany. He completed his military service in the US Army Reserves until he retired in 1995.
Scott’s civilian career in commercial real estate management he has worked for Charles E. Smith, Carr America, Mark Winkler, Leggat McCall Properties, and several small local firms. His duties include Asset Management, Property Management, and Construction Management. In 2005, Scott started Innovative Facilities Solutions, Inc. a construction and facilities management business located in the Eisenhower Valley. Innovative Facilities manages The Royalton Condominiums. In addition, Innovative Facilities managed construction projects for several US government agencies, local commercial property owners, private schools, and non-profit organizations.
Scott has lived in the Northern Virginia area since 1987 and lived in Alexandria from 1998 to 2010. He has serviced as President of the Townes at Camion Parke community, 1998 President of Property Management Association, 2005 Vice President of Eisenhower Partnership, and 2010 President of WEBA.
Scott is a member of Tau Kappa Epsilon Fraternity, National Ski Patrol at Timberline Resorts, Davis WV, and National Veteran-Owned Business Association.
Neal Kumar - Rushmark
Neal Kumar is Vice President of Development at Rushmark. He brings 12 years of experience in real estate development, finance and asset management. Neal previously served as a consultant to various real estate ventures, worked for Ozymandius Development, a Lower Manhattan developer, as well as AvalonBay Communities, a publicly-traded multi-family Real Estate Investment Trust. Prior to beginning his career in real estate, Neal worked in corporate finance at MCI Worldcom and Feld Entertainment. Neal earned his Bachelor of Science in Business Administration from American University and his Master of Science in Real Estate Development (“MSRED”) from Columbia University.
Christina Mindrup is the Vice President of Commercial Real Estate for the Alexandria Economic Development Partnership, Inc. (AEDP). The AEDP is a public/private 501(c)(6) corporation, which plans, directs, manages and implements its efforts to attract, expand and retain business operations in the City of Alexandria. The AEDP has worked since 1992 as a facilitator to establish Alexandria as a nationally recognized City, and uniquely, a community-compatible business center.
Christina is responsible for all aspects of commercial real estate at AEDP. She regularly assists businesses with the real estate process of leasing and sales as well as works with investors, developers and other clients with finding desirable locations for future development. A twenty year veteran of the commercial real estate industry, Christina worked as a commercial broker with Grubb & Ellis, Jones Lang LaSalle, ING Clarion as well as CarrAmerica where she oversaw a 2 million square foot portfolio in the Northern Virginia area which included several noteworthy Alexandria projects, King Street Station, Canal Center Plaza. Some noteworthy clients of hers were The Carlyle Group, Lend Lease, Cornerstone Realty Advisors, IBM Corporation, CarrAmerica, Oliver Carr Company, Columbia Equity Trust, ING Clarion and TIAA-CREF.
Christina is a member of Northern Virginia NAIOP, International Council of Shopping Centers (ICSC) as well as serves on various committees related to economic development in helping businesses in the community meet their real estate needs. Christina received a Bachelor of Arts degree in Consumer Psychology from Miami University of Ohio. She holds a Real Estate License with the Commonwealth of Virginia and is a member of Northern Virginia National Association of Industrial and Office Properties. Christina and her family reside in Old Town Alexandria.
Simpson Development Don has worked with Simpson full time since 1982 and oversees all of the Company’s Real Estate Development and new Construction projects located throughout the Washington Metropolitan area. He is a 4th generation Alexandrian who graduated from Virginia Tech with a Bachelor of Science degree in Building Construction & Engineering. Don started his career in the Construction industry working with Eugene Simpson & Brothers General Contractors working in various capacities including field supervision, scheduling and project management. He then moved over to the Development and Property Management firm to focus on Commercial Development and Asset Management for the Simpson portfolio. Don is directly responsible for providing overall team leadership, coordination and supervision on all new Development, Construction Management and interior renovation projects. The firm currently manages over 1.5 million SF of Commercial Office space and develops approximately 100,000 SF of new mixed use space annually. Don is also very active in the local Community and is currently serving on a number of non-profit organization board’s including Inova Alexandria Hospital, Alexandria Youth Sports, Missile Defense Advocacy Alliance and Eisenhower Partnership. Mr. Simpson resides in Alexandria with his wife Stacey and their two sons, Cole and Max.

Ms. Thornton holds an MBA from the University of Maryland in Marketing and Market Research: she is a Certified Strategic Marketing Executive and Credit Union National Association Certified Financial Counselor. Ms. Thornton has over 30 years credit union and commercial bank management experience in marketing programs, research, strategic planning, project management and product development. Ms. Thornton currently serves on the Credit Union Marketing and Business Development Council, is a member of WEBA, works with several local charities and belongs to Phi Kappa Phi Honor Society.
